The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Captain (Infantry) Raymond Bernard Maxwell (ASN: 0-21419), United States Army, for gallantry in action as a member of Headquarters, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 16 and 17 September 1950 in the vicinity of Mokton-ni, Korea. During that period Captain Maxwell, the Battalion S3, was charged with forming the plans for his battalion’s attack across the Naktong River. Therefore, it was necessary for him to thoroughly reconnoiter the terrain to his front which he did on several occasions although exposed to direct enemy fire. On the day of the attack Captain Maxwell was with the leading company supervising the assault and issuing orders as the operation progressed. After Hill 208 had been secured, he proceeded to the top of the hill where he ascertained that the attacking company understood thoroughly its continued mission. He then moved laterally across the battle line to contact units of an adjacent battalion. To do this he had to cross areas that had not been cleared of enemy and which were still subjected to hostile fire. Despite all these hazards, he proceeded on his mission and successfully established contact on the left after which he returned to his battalion to resume his duties. Captain Maxwell’s gallantry and devotion to duty on the many occasions during this period were an inspiration to the officers and men with whom he came in contact and reflect the highest credit upon himself are in keeping with the fine traditions of the military service.
