The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Alfred Rockwood Maxwell (ASN: 0-17113), United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Director of Operations of the U.S. Strategic Air Forces in Europe from February 1944 – July 1945. The singularly distinctive accomplishments of General Maxwell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces. [This award supersedes the awards of a Bronze Star Medal, for services from 24 December 1944 to 7 January 1945, a bronze Oak-Leaf Cluster to the Bronze Star Medal, for services from 17 February to 6 June 1944, and a bronze Oak-Leaf Cluster to the Legion of Merit, for services from 17 February to 6
