The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Coast Artillery Corps) Paul H. Marshall (ASN: 0-1686151), United States Army, for exceptionally meritorious conduct in the performance of outstanding conduct in the performance of outstanding services in the Southwest Pacific area, from October 1943 to July 1945. Serving as a lieutenant colonel in the Philippine Army in command of the 114th Infantry, 110th Division, United States forces in the Philippines and later in command of the 110th Division, Lieutenant Colonel Marshall organized and led guerrilla forces in combat and established civil order in Surigao Province, Mindanao. After escaping from Davao Penal Colony, he trained and employed guerillas with exceptional ability, and effectively restored peace to a recently enslaved people. With limited resources and equipment, he led the 114th Infantry in a brilliant delaying actions, lasting 33 days, from Tanday, Surigao, to Jagupit, Agusan, killing 125 of the enemy while suffering no losses. Subsequently in command of the 110th Division, he displayed outstanding leadership and aggressive determination in driving out the invader and freeing the entire province prior to the landing of United States forces in Mindanao. By his heroic leadership, Lieutenant Colonel Marshall inspired courage and loyalty in all whom he contacted and contributed materially to the liberation of the Philippine Islands.
