The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Major Surgeon George Franklin Shiels, United States Army, for most distinguished gallantry on 25 March 1899, while serving with U.S. Volunteers, in action at Tuliahan River, Philippine Islands. Major Surgeon Shiels voluntarily exposed himself to the fire of the enemy and went with four men to the relief of two native Filipinos lying wounded about 150 yards in front of the lines and personally carried one of them to a place of safety.
