    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry), [then First Lieutenant] James F. Manning (ASN: 0-1339644), United States Army, for gallantry in action as a member of Headquarters Company (then Company E), 2d Battalion, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 11 September 1951 in the vicinity of Pia-ri, Korea. On that date Captain Manning was leading the first and third platoons of Company E in an assault on a strategic and heavily defended enemy hill. During the attack his men encountered heavy enemy fire and suffered numerous casualties. Completely ignoring the enemy fire and the danger to his own life, Captain Manning exposed himself to the deadly rain of hostile bullets and moved three seriously wounded men to a covered position. After giving medical attention to the three men he again exposed himself to aid other wounded men and redistribute the decreasing supply of ammunition. Captain Manning continued to act in this selfless and heroic manner until he was painfully wounded by enemy fire. The gallantry in action and outstanding leadership displayed by Captain Manning reflect great credit upon himself and the military service.
