The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Otis C. Lynn (ASN: 0-1340671), United States Army, for gallantry in action as a member of Headquarters Company (then Company F), 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 18 May 1951 in the vicinity of Chaun-ni, Korea. On that date Captain Lynn was with a unit which was ordered to make a tactical withdrawal while engaged in a fierce fire-fight with a numerically superior enemy force. In the course of this movement, a well hidden hostile sniper directed such an intense concentration of fire on the friendly elements that they were pinned down. Realizing the seriousness of this situation and unmindful of the risk involved, Captain Lynn left his position of comparative safety to seek out and annihilate the enemy. Fearlessly moving from position to position he advanced to within yards of the enemy and with devastating fire from his weapon killed the sniper. His example of bravery under fire was an inspiration to all his men and fellow officers. The gallantry in action and selfless devotion to duty displayed by Captain Lynn on this occasion reflect great credit upon himself and the military service.
