The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant Jose G. Lukban (ASN: 0-23311), Philippine Army, for gallantry in action at Bacolod, Negros, Philippine Islands, on 3 May 1942. Lieutenant Lukban, 73d Infantry Regiment, displayed outstanding gallantry during a critical phase of the fighting in the Philippine Islands. In an engagement near Bacolod, he executed, at great personal risk, an effective rear guard action to cover withdrawing American and Filipino forces. Exposed to enemy snipers and artillery fire, he fearlessly carried out his mission and provided protection which save many of the withdrawing troops. By his fearless disregard for his own safety and high degree of courage, Lieutenant Lukban made an invaluable contribution to the success of his regiment’s withdrawal.
