The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Herbert L. Lieber (ASN: 0-1291298), United States Army, for gallantry in action as a member of Headquarters, 1st Battalion, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 25 September 1950 at Woolmi-ni, Korea. On that date Captain Lieber, as Battalion S2, was leading a four man patrol on a road reconnaissance far ahead of the main body of the battalion. As the patrol entered the town of Woolmi-ni it was subjected to intense automatic weapons and small arms fire delivered by the enemy in concealed positions. With absolute disregard for his personal safety, Captain Lieber, without a moment’s hesitation, returned the hostile fire and led an assault against the enemy. Under his courageous leadership and inspired by his aggressive example, his patrol succeeded in killing four, wounding one and capturing 13 of the enemy. His bold attack resulted in wiping out this enemy delaying position, and thereby prevented the lead company of the battalion from being ambushed. The gallantry displayed by Captain Lieber reflects the highest great upon himself is in keeping with the fine traditions of the military service.
