Headquarters, 3d Infantry Division, General Orders No. 351 (August 13, 1951)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Infantry) Julius W. Levy (ASN: 0-52466), United States Army, for gallantry in action as a member of Headquarters and Headquarters Company, 1st Battalion, 15th Infantry Regiment, 3d Infantry Division, in action against an armed enemy in Korea. On 27 May 1951, the 1st Battalion was engaged in an attack upon enemy positions north of Habae-jae, Korea. The initial phase of the operation progressed smoothly and the battalion began its movement to its final objective against scattered opposition, when a sudden volley of automatic weapons and mortar fire heralded an enemy counterattack upon the unit’s flank. Hampered by difficult terrain, none of the battalion elements were in position to adequately contain this threat to the lead groups and prevent the charging enemy from severing the entire unit from its supply point and rear installations. Colonel Levy, immediately aware of the desperate tactical situation, moved from a position of comparative safety to the heavily engaged lead elements. Ignoring the constant danger to his own safety, he organized, directed, and led these units in a movement to terrain from which more effective fire could be placed on the enemy. Moving constantly around the hasty defense line, he encouraged the embattled troops to break up the hostile attack and annihilate any enemy troops who remained in the immediate area. Colonel Levy’s gallant leadership and able display of excellent tactical acumen reflects the highest credit upon himself and the military service.
