The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Air Corps) Morris Martin, United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from April to October 1946 and January and February 1947. (So much of par. 1, sec. X, General Orders 5, Department of the Army, 1947, as pertains to the award of the Army Commendation Ribbon to Colonel Martin, for service during the same periods, is rescinded.
