The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Norvil G. Koebbe (ASN: 0-1300976), United States Army, for gallantry in action as Executive Officer of Company A, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy from 13 to 15 February 1951, near Chipyong-ni, Korea. On the night of 13 February his company was in a defensive position on Hill 100 when it was attacked by a large enemy force. With complete disregard for his own safety, he left his place of comparative safety, exposing himself to heavy small arms, mortar and automatic weapons fire to get into a better position to control supporting artillery fire. In another attack, Lieutenant Koebbe again exposed himself to intense enemy fire to physically contact the platoons after other communications facilities had been disrupted. Throughout the entire attack, he encouraged his men, directed evacuation of the wounded, and personally organized and led ammunition carrier teams to his hardest hit platoons. The gallant action and inspirational leadership of Lieutenant Koebbe during this long and critical engagement reflect great credit upon himself and uphold the highest traditions of the Military Service of the United States.
