The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star (Posthumously) to Sergeant Tetsuo Kiyohiro (ASN: RA-30110456), United States Army, for gallantry in action as a member of Company B, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 11 and 12 October 1951 in the vicinity of Kongnae, Korea. On 11 October Sergeant Kiyohiro was leading his mortar section in an assault on an enemy-held hill when they were suddenly pinned down by a withering hail of hostile fire. Realizing that his section’s fire was having little effect on the enemy, he left his position of comparative safety and took over a mortar that had been disabled when the crew was wounded while attempting to set it up. So effective was his fire that the main enemy resistance was neutralized, allowing his unit to advance and successfully complete its mission. On the following day he was exposing himself to enemy fire in order to better direct the fire of his section when he was fatally wounded by enemy machine gun fire. The gallantry in action and selfless devotion to duty displayed by Sergeant Kiyohiro reflect great credit upon himself and the military service.

Headquarters, 2d Infantry Division, General Orders No. 609 (October 17, 1951)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Sergeant Tetsuo Kiyohiro (ASN: RA-30110456), United States Army, for gallantry in action as a member of Company B, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 1 September 1951 in the vicinity of Mandae-ri, Korea. On this date Sergeant Kiyohiro was a forward observer for the 60-mm. mortar section, which had the mission of providing supporting fire for the advancing riflemen. In spite of intense enemy fire, Sergeant Kiyohiro, with complete disregard for his personal safety, directed accurate fire upon enemy positions. As the attack progressed and friendly forces advanced closer to enemy positions, there was a danger if injuring friendly troops. Sergeant Kiyohiro personally removed the bipod from one of the mortars, and while holding the tube between his legs, fired upon the enemy positions. He succeeded in destroying an enemy machine gun emplacement while inflicting numerous casualties upon them and remained in this position until he was painfully wounded. The gallantry in action displayed by Sergeant Kiyohiro reflect great credit upon himself and the military service.
