The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to Lieutenant Colonel (Infantry) Oliver G. Kinney (ASN: 0-32067), United States Army, for gallantry in action as Commanding Officer, 2d Battalion, 19th Infantry Regiment, 24th Infantry Division, in action near Waegwan, Korea, on 19 September 1950. During the assault crossing of the Naktong River, Colonel Kinney displayed conspicuous gallantry in continually exposing himself to intense enemy fire in order to better direct his command in its attack. With complete disregard for his own safety he personally directed the attack, making the crossing with the leading elements of his battalion. His fearless example was an inspiration to his troops and aided immeasurably in their successful assault. Colonel Kinney’s gallant actions and intrepid leadership reflect the greatest credit on himself and the United States Infantry.
