    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant Julian F. With, United States Army, for heroism on 7 April 2005, while responding to an overturned truck transporting Iraqi soldiers by Kirkush Military Training Base in Iraq. With no regard for his own personal safety, Sergeant With immediately ran to help the driver, who had been ejected from the vehicle. He found the driver had suffered critical injuries and was bleeding profusely. He began treating the victim and created a tourniquet to prevent further blood loss. After stabilizing the driver, he directed the efforts of United States Soldiers and Iraqi soldiers capable of rendering first aid to assist others who were severely injured. Sergeant With knowingly entered a hazardous situation to help the wounded, ignoring the risks of spilled fuel and ammunition exploding due to the wreck. He displayed bold initiative, selfless service and personal courage while putting his own life at risk in order to protect others, serving as an example for all Soldiers to follow. Sergeant With’s heroic actions are in keeping with the finest traditions of military service and reflect great credit upon himself, the 98th Training Division and the United States Army.
