    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Eugene F. Kelley (ASN: 0-513188), United States Army, for gallantry in action as a member of Battery A, 15th Field Artillery Battalion, 2d Infantry Division, in action against the enemy on 6 October 1951 in the vicinity of Imokchong, Korea. On this date Lieutenant Kelley, artillery forward observer, was attached to a friendly unit which was attacking an enemy-held hill. In the course of the action, the unit was subjected to intense hostile small arms and mortar fire, resulting in several friendly casualties. Lieutenant Kelley noticed that the wounded men were lying in an exposed position under direct enemy observation and fire. Without hesitation he left the safety of his covered position and, with complete disregard for his personal safety, carried the wounded men to positions of safety. In spite of the intense enemy fire, he made repeated trips over the hazardous terrain until all of the wounded men were safely evacuated and his actions were highly responsible for saving their lives. The gallantry in action and selfless devotion to comrades displayed by Lieutenant Kelley on this occasion reflects great credit upon himself and the military service.
