The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Frank Juliano, United States Army, for heroism involving voluntary risk of life not involving conflict with an armed enemy, at Camp Gusap, New Guinea, on 4 March 1944. On that date, Private First Class Juliano went to the rescue of a person who was in danger of drowning in the Ramu River and was being carried down the river by the swift current. He risked his life and assisted another soldier in pulling the drowning man safely to shore. The heroism displayed by Private First Class Juliano on this occasion reflects great credit upon himself and the military service.
