The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Horace Howard, Jr. (ASN: RA-18392702), United States Army, for heroism not involving actual conflict with an enemy of the United States as a member of Company F, 9th Infantry Regiment, 2d Infantry Division, on 10 April 1952 in the vicinity of Chat-Kol, Korea. On that date, Private Howard, an Ammunition Bearer, observed that an enemy mortar round hit the position of a fellow soldier. Without hesitation, he and a comrade went to the position to investigate the extent of the damage. Upon arrival, they discovered that the explosion had set fire to a box of hand grenades and an automatic rifle ammunition belt. Without knowing that anyone was in the position, Private Howard handed the box of grenades to his comrade, who threw the contents from the position to a point out of danger. Private Howard then fondled the ammunition belt out of the position, covering it with sand in order to neutralize the hazardous fire. Upon entering the position the second time, he and his friend sighted a wounded man. After calling for medical aid, they proceeded to give assistance to the injured soldier, completely disregarding the personal danger involved. His quick actions made it possible for the injured man to receive medical assistance in a minimum of time. The heroism displayed by Private Howard reflects great credit upon himself and the military service.
