The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Master Sergeant [then Sergeant First Class] James R. Horine (ASN: RA-17269834), United States Army, for gallantry in action as a member of Company C, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 1 October 1952 in the vicinity of Chorwon, North Korea. On that date, Sergeant Horine was leading a nine man patrol on a mission to capture a prisoner. Nearing the objective an enemy force was spotted and after moving the patrol to a vantage point he proceeded to set up an ambush giving instructions to hold fire until the enemy was within grenade range. During the ensuing fire fight Sergeant Horine constantly exposed himself to the intense enemy fire while moving from man to man giving detailed and expert instructions, at the same time delivering his own accurate fire, personally accounting for about ten of the enemy casualties. Sensing that more enemy troops were entering the fray and deciding that it would be physically impossible to hold off the numerically superior enemy force indefinitely, Sergeant Horine gave the order to withdraw. During the withdrawal Sergeant Horine placed himself in an exposed position electing to remain as rear guard until the safe withdrawal of his men could be accomplished. Although a prisoner was not captured the forceful leadership displayed by Sergeant Horine enabled the patrol to inflict high casualties upon the enemy while keeping the friendly casualties to a minimum. Sergeant Horine’s actions on this occasion reflect the highest credit upon himself and are in keeping with the highest traditions of the military service.
