(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Field Artillery) Richard D. Hilliard, United States Army, for gallantry in action. Captain Hilliard repeatedly reconnoitered positions for his battery, both by day and night, at times under enemy fire. His battery laid down destructive artillery fire throughout the operation in a superior manner.
