The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Joseph James Harper (ASN: US-53004650), United States Army, for gallantry in action as a member of Company A, 1st Battalion, 7th Infantry Regiment, 3d Infantry Division, in action against the enemy in Korea. On 4 October 1951, during an attack by Company A on Hill 281 near Chungse-ri, Korea, Corporal Harper, assistant Platoon Sergeant, led two squads of his platoon into the attack on a sector of the hill, completely surprising the foe. However, the enemy quickly recovered and concentrated intense fire on the two squads and Corporal Harper sustained a painful wound which rendered his right arm useless. Refusing medical aid, he courageously remained in an exposed position shouting encouragement to the men who, inspired by aggressive leadership, vigorously pressed forward against the hostile troops and drove the enemy from their position. The superb gallantry exhibited by Corporal Harper reflects the highest credit upon himself and the military service.
