The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) William E. Grugin (ASN: 0-64054), United States Army, for gallantry in action as a member of Company B, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 23 February 1953 in the vicinity of Umchon, North Korea. On that date, Lieutenant Grugin accompanied a patrol from Company G, whose mission was to clear the Warsaw area of hostile forces and to reconnoiter the terrain. As the patrol was nearing the objective, contact was suddenly made with the enemy and a fierce fire fight ensued. During the initial engagement the patrol leader was mortally wounded. Lieutenant Grugin immediately assumed command, adjusting the direction of the patrol’s fire power and encouraging his comrades. Disregarding his personal safety and constantly exposing himself to enemy small arms fire, he moved across the fire swept area, exhorting his men on to greater efforts. During this conflict he personally accounted for three enemy killed and five wounded. Through his courageous leadership, the friendly unit was successful in repulsing the enemy and completing the mission. The gallantry in action exhibited by Lieutenant Grugin on this occasion reflects great credit upon himself and the military service.
