The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Infantry), [then Major] Robert Willoughby Garrett (ASN: 0-23971), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of an Infantry Battalion of the 6th Ranger Infantry from October 1944 to July 1945. The singularly distinctive accomplishments of Colonel Garrett and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army. (This award supersedes the award of the Bronze Star Medal (First Oak Leaf Cluster) to Lieutenant Colonel Garrett, for meritorious achievement from their20 October 1944 to 1 July 1945, published in General Orders 187, Headquarters, SIXTH Army, 4 September 1945.)

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Infantry) Robert Willoughby Garrett (ASN: 0-23971), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the Office of the Chief of Research and Development from July 1964 to May 1967. As Chief, Special Warfare Division, he demonstrated great professional ability and contributed significantly to the research and development of materiel for the support of Army counterinsurgency operations. As Senior Military Advisor, United States Army Research and Development Operations Research Advisory Group, Colonel Garrett expanded the fine rapport existing between the Research Analysis Corporation and the Untied States Army, and gave dynamic advice and coordination, thereby contributing significantly to the successful analysis of essential and complex, immediate and long-range military problems devotion to American defense and to world peace. Colonel Garrett’s distinguished service, conspicuously significant achievements and outstanding performance of duty reflect the highest credit upon himself and the United States Army.

    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Infantry) Robert Willoughby Garrett (ASN: 0-23971), United States Army, for gallantry in action as Executive Officer of the 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy from 19 to 20 July 1950, in the vicinity of Chorwon, Korea. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Garrett, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
