The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Phil R. Garn (ASN: 0-50395), United States Army, for gallantry in action as a member of Company H, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 22 August 1950, in the vicinity of Soi-Ry, Korea. On this date, Lieutenant Garn’s company was engaged in supporting the rifle companies of his battalion with heavy automatic weapons fire, and providing defensive fire for a road block. At 1300 hours Lieutenant Garn led a 75-mm. Recoilless Rifle Platoon to high ground and completely oblivious to the hail of small arms fire directed at him, supervised the fire of one of his crews with such deadly effect that two enemy machine gun nests and one mortar were knocked out. Later on the same day, when the leader of a nearby rifle platoon became a casualty, Lieutenant Garn voluntarily assumed that officer’s duties, and led the rifle platoon successfully on its assigned mission. He also assisted in the evacuation of wounded during the action and by his calm leadership and undaunted courage contributed greatly to the successful attack of his battalion. The gallantry displayed by Lieutenant Garn on this occasion reflects great credit upon himself and is in keeping with the high traditions of the military service.
