The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Corporal Grover James Foy (ASN: RA-17163538), United States Army, for gallantry in action as a member of Company F, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 6 April 1951, in the vicinity of Muranni, Korea. On that date he was a member of an infantry unit which had the mission of defending high ground. Early in the morning the unit was subjected to mortar fire which wounded two men. When one of the wounded men called for a medic, a litter team went forward in an attempt to evacuate him, but was halted by mortar rounds landing nearby, killing one litter bearer. Corporal Foy, with complete disregard for his personal safety, rushed forward, secured the litter, and went to the aid of the wounded. On the return trip with the wounded he was himself mortally wounded by shrapnel. His courageous actions undoubtedly saved the life of his comrade. The gallant conduct of Corporal Foy on this occasion reflect great credit upon himself and uphold the highest traditions of the Military Service of the United States.
