The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Harley C. Fox (ASN: 0-2021135), United States Army, for gallantry in action as a member of Headquarters Battery, 15th Field Artillery Battalion, 2d Infantry Division, in action against the enemy on 1 September 1951 in the vicinity of Tumil-li, Korea. On this date as a forward observer, Lieutenant Fox adjusted timely and effective fire on the enemy who had overrun Hill 773. While the majority of the friendly units withdrew, Lieutenant Fox remained in his position and continued adjusting artillery fire. The few members of the friendly unit that remained were nearly out of ammunition and had no hand grenades left with which to counter the aggressive enemy action. When the enemy advanced and the friendly troops withdrew, Lieutenant Fox remained in his position inflicting considerable casualties and materially aided in stemming the attack. The gallantry and devotion to duty demonstrated by Lieutenant Fox on this occasion reflect great credit upon himself and the military service.
