The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Major (Infantry) Elmer M. Fox (ASN: 0-1294645), United States Army, for gallantry in action as a member of Headquarters and Headquarters Battery, 3d Infantry Division Artillery, United States Army. On 3 June 1951, near Chail-li, Korea, Major Fox, piloting an unarmed aircraft, was flying advance cover for a tank task force when he observed enemy anti-tank fire falling upon the lead elements of the armored unit. Quickly locating the hostile positions, he radioed the site to the artillery fire direction center and remained in the area to adjust the destroying barrage until the hostile positions were silenced. Although subjected to enemy ground fire, Major Fox voluntarily continued to fly over the hostile territory to guide air strikes upon the enemy ground units and relay the results of the air action to the aviation control center. This caused him to be exposed to enemy fire and other hazards for a period of four hours, but it was not until the supply of gasoline had run dangerously low that he returned to his base. Major Fox’s gallant conduct on this occasion was highly instrumental in allowing the tank task force to escape serious enemy opposition and reflects high credit upon himself and the military service.
