    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to First Sergeant Robert A. Fowler (ASN: RA-12260971), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period November 1967 to May 1968 while serving as First Sergeant, Company C, 1st Battalion, 5th Cavalry Regiment, 1st Air Cavalry Division in the Republic of Vietnam. While serving in this capacity, Sergeant Fowler displayed uncommon versatility, determination and aggressive leadership in not only ensuring the smooth operation of the company’s rear area, but also actively participating in all combat operations conducted by the unit. His compassionate knowledge of logistical procedures, coupled with his total awareness of the needs of the field troopers, enabled the timely and efficient supply of the maneuver elements. He worked tirelessly to provide for the welfare and improve the morale of all of his personnel and his efforts earned him the respect and admiration of all with whom he served. During tactical operations, Sergeant Fowler could be found on flank security or out front as point for the company, and throughout his tenure in Vietnam, he personally accounted for a large number of enemy killed and helped save the lives of many of his men. His unrelenting drive and total dedication to mission accomplishment were an inspiration to all in meeting the diverse requirements of the unconventional warfare environment. Through his conspicuous gallantry, resourcefulness and intense devotion to duty, First Sergeant Fowler contributed immeasurably to the struggle against communist aggression in the Republic of Vietnam. His professional competence and outstanding achievements were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
