    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Private First Class Charles T. Foley (ASN: ER-11190794), United States Army, for gallantry in action as a member of Headquarters Company, 1st Battalion, 9th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 11 February 1951, in the vicinity of Yulmak, Korea. On that date he voluntarily accompanied a combat patrol as a radio operator. The patrol was ambushed by the enemy and a fierce fire fight followed. Private Foley immediately contacted the battalion command post and kept them informed of the situation. He remained at his post despite the intense enemy fire, relaying vital messages to his superiors. When last observed he was tenaciously performing his voluntary duty, accurately and loyally keeping contact with the command post. The selfless devotion to duty of Private Foley reflects great credit upon himself and upholds the highest traditions of the Military Service of the United States.
