The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class David C. Foggin, Jr. (ASN: US-52051147), United States Army, for gallantry in action as a member of Company L, 23d Infantry Regiment, 2d Infantry Division, in action against the enemy on 12 October 1951 in the vicinity of Peaen, Korea. On that date, Private Foggin was a 57-mm. recoilless rifle gunner with a unit which had the mission of attacking and securing an enemy-held position. During the course of this action, Private Foggin voluntarily placed his weapon in a position exposed to enemy observation and intense fire in order to provide covering fire for the advancing unit. Braving the determined hostile fire directed at him, he commenced firing upon the enemy emplacements, completely destroying several of them, while inflicting numerous enemy casualties. He continued this action until he was painfully wounded. By his courageous action his unit was able to accomplish its mission successfully with a minimum of friendly casualties. The gallantry in action displayed by Private Foggin on this occasion reflects great credit upon himself and the military service.
