The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Armor) Kenneth W. Fisher (ASN: 0-887624), United States Army, for gallantry in action as Commanding Officer, Heavy Tank Company, 15th Infantry Regiment, 3d Infantry Division, in action against an armed enemy in Korea. On 5, 7, and 10 February 1951, south of the Han River in the vicinity of Seoul, Korea, Captain Fisher, commanding an armored task force, penetrated deep into enemy territory north of Pungdokchon and Samgo-ri. In his advance he attacked all towns and enemy installations. On all dates the task force was subjected to fierce enemy action and the ever present danger of many mine fields. On the morning of 5 February 1951, while advancing through P’on’gyo-ri, Captain Fisher, with complete disregard for his personal safety, fearlessly exposed himself from the turret of his tank in order to direct his tank column in out-maneuvering an enemy attack. He killed one of the enemy with a hand grenade and then manned the fifty caliber machine gun on his tank and destroyed four more. He also detonated three mines blocking the route of advance. On 7 February his task force came under fire from mortars and anti-tank weapons in addition to intense small arms fire from an estimated three hundred enemy troops. Captain Fisher moved to the foremost element of his force and from this point directed and adjusted fire on the enemy. Remaining exposed throughout the action, he directed his tanks in destroying an anti-tank gun, many mortars, and nearly one hundred and thirty enemy troops. Again on 10 February 1951, Captain Fisher directed his tanks in inflicting untold casualties on the enemy. The exemplary leadership, heroism, and aggressiveness under fire displayed by Captain Fisher reflects the highest credit upon himself and the military service.
