The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal [then Private First Class] Joe C. Fischer (ASN: RA-18393984), United States Army, for gallantry in action as a member of Company L, 9th Infantry Regiment, 2d Infantry Division, in action against the enemy on 7 October 1951 in the vicinity of Yongdong, Korea. On this date, during an assault on well-fortified enemy positions, Company L was subjected to intense hostile small arms and automatic weapons fire, wounding several men and halting the advance of the unit. Corporal Fischer, aware of the impending danger and with complete disregard for his personal safety, exposed himself to the enemy fire as he skillfully maneuvered his squad across the open terrain to assault the enemy bunkers. Throwing grenades and following with devastating rifle fire, he led his men in destroying several hostile emplacements and inflicting numerous casualties upon the enemy. As a result of his dauntless courage and aggressive leadership his unit was able to continue the assault, completely routing the enemy and successfully completing its mission. The gallantry in action displayed by Corporal Fischer on this occasion reflects great credit upon himself and the military service.
