The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Colonel (Air Corps) Oliver Stevenson Ferson, United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility while serving as Director of war Organization and Movement. Colonel Ferguson displayed expert professional knowledge, sound judgment, and unusual energy in carrying out the heavy responsibilities of allocating aircraft and personnel, and planning and ordering the assembly of air task forces. His outstanding qualities and unusual attention to his responsibilities were of inestimable value in the development of plans for the utilization of vital air power. The singularly distinctive accomplishments of Colonel Ferson and his dedicated contributions reflect the highest credit upon himself and the United States Army.
