Headquarters, 2d Infantry Division, General Orders No. 709 (November 12, 1951)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Jimmie L. Downen (ASN: US-56143056), United States Army, for gallantry in action as a member of Company L, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 2 September 1951 in the vicinity of Kach’il-bong, Korea. On that date the platoon of which Private Downen was a member, had been circled and was under attack by superior enemy forces. Completely disregarding his own safety, Private Downen braved the intense hostile small arms, automatic weapons and grenade fire, assaulting enemy position. He succeeded in destroying several enemy strong points while inflicting numerous casualties upon the enemy. As a result of his courageous action, friendly units were able to repulse the hostile force. The gallantry in action displayed by Private Downen on this occasion reflects great credit upon himself and the military service.
