    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Frank J. Dower (ASN: 0-956840), United States Army, for gallantry in action as a member of Company A, 1st Battalion, 19th Infantry Regiment, 24th Infantry Division, in action against the enemy near Ch’ngn-yong, Korea, on 8 August 1950. During an attack his company was held up by intense small arms and mortar fire from a well dug in strong point. Seeing that his men were being disorganized by this fire he moved to the front and led the assault in person. The men, inspired by his example, overran the position forcing the enemy to retreat in confusion. Lieutenant Dower’s fearless example reflects great credit on himself and the military service.
