The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain Richard Dean Lee, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving with the 355th Tactical Fighter Wing, in action over North Vietnam on 12 July 1967. On that date, Captain Lee led a strike force of sixteen F-105 Thunderchiefs through hazardous weather to attack the vital and heavily defended Hoa Lac Airfield. Despite heavy antiaircraft fire, the threat of SA-2 missile launch, and MiG attack, Captain Lee led a successful attack which destroyed the runway and two support areas on the airfield. By his gallantry and devotion to duty, Captain Lee has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
