The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Lieutenant Colonel James L. Culp (ASN: 0-45508), United States Army, for gallantry in action as Commanding Officer, 3d Battalion, 9th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 8 October 1951 in the vicinity of Hongdong, Korea. On this date the 3d Battalion was given the mission of seizing and securing Hill 960, which was defended by a fanatically determined hostile force. As the assault progressed an enemy counterattack was launched from the objective area. The suddenness and surprise of the attack caused the friendly unit to falter and pause. Upon seeing the effect of this action on his battalion, Colonel Culp left the relative security of the Battalion Command Post and advanced to an exposed position in order to better direct the attack and adjust counter fire on the assaulting hostile force. With complete disregard for his own safety, Colonel Culp rallied his battalion to continue the attack against the fanatical enemy. Inspired by his courage and selfless actions members of the unit successfully repelled the hostile counterattack and secured their objective. Colonel Culp’s example of aggressive leadership aided immeasurably to the successful operation for Heartbreak Ridge. The gallantry in action demonstrated by Colonel Culp was in keeping with the highest traditions of the military service.
