The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Armor) Frank J. Culley, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from December 1961 to October 1963. [This award supersedes the award of the Army Commendation Medal (First Oak Leaf Cluster) to Colonel Culley for meritorious service during the period December 1961 to October 1963 as announced in General Orders Number 110, Headquarters, FOURTH United States Army, dated 31 October 1963.]
