The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal James R. Cilley (ASN: RA-31029848), United States Army, for gallantry in action as a member of the Medical Company, 27th Infantry Regiment, 25th Infantry Division, in action against an armed enemy in Korea. On 3 September 1950, near Chirwon, Korea, an infantry battalion was isolated from its aid station by a large force of enemy which had been bypassed during a rapid advance. Corporal Cilley, attached to the battalion as Aidman, immediately set about establishing a temporary medical facility. Without professional assistance or supervision he directed the activities of the other aidmen in caring for the wounded. On the second day, increased enemy action necessitated movement of the aid station to a more secure position. Working tirelessly, Corporal Cilley and his comrades effected the movement of all wounded to the new location despite continual hostile fire. When the critical condition of some of the wounded required immediate professional attention, he and his comrades negotiated an enemy roadblock to deliver the wounded to a point from which they could be evacuated. Throughout the seventy-two hour period during which the battalion was isolated, a total of 105 casualties were treated with only five fatalities. Corporal Cilley’s indomitable courage, resourcefulness and outstanding military skill reflect great credit upon himself and uphold the highest traditions of the Medical Service of the United States Army.
