The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel Tseng Chi, Chinese Army, for gallantry in action while commanding the 89th Regiment, 30th Division, Chinese Army, in India. On 9 February 1945, despite a painful wound, he gallantly continued to lead his regiment in repulsing fierce attacks launched by a superior Japanese force at Nambpakka, Burma. During this action a great many of the enemy were killed and much material was captured. The courage and leadership displayed by Colonel Tseng reflect great credit on himself and the Chinese armed forces.
