The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Major General John Bernard Brooks (ASN: 0-3486), United States Army Air Forces, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States in connection with military operations against the enemy. Major General Brooks, as Commander Task Force NINETY from June 1945 to 1 September 1945, by his foresight, zeal, and sound judgment successfully initiated and conducted sustained offensive air operations against the Japanese installations in the Kurile Islands. The skillful and efficient employment of the forces at his disposal, and the courage and airmanship displayed by Major General Brooks was at all times in keeping with the highest traditions of the United States Armed Services.
