The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant, Junior Grade Richard Codwell Thompson, United States Navy (Reserve Force), for exceptionally meritorious and distinguished service while in Command of the U.S.S. George Cochran, engaged in the important and hazardous work of clearing the North Sea of mines during World War I.
