(Citation Needed) – SYNOPSIS: Brigadier General Charles Franklin Born (ASN: 0-17143), United States Army Air Forces, was awarded a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff for Operations and Training (A-3), and Deputy Commanding General, FIFTEENTH Air Force, from 1943 to 1945.
