(Citation Needed) – SYNOPSIS: Brigadier General Charles Franklin Born (ASN: 0-17143), United States Army Air Forces, was awarded a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff for Operations and Training (A-3), and Deputy Commanding General, FIFTEENTH Air Force, from 1943 to 1945. The singularly distinctive accomplishments of General Born and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.

During the period 2 July 1942 to 1 July 1943, as Air Operations Officer on the Staff of Commandant, N.O.B., Trinidad, B.W.I. General Born contributed in a major degree to the successful employment of the combined Army and Navy aircraft engaged in anti-submarine warfare in the Trinidad Sector of the Caribbean Sea Frontier; prepared and supervised the execution of operational plans during belligerent operations; contributed notably to the development of tactics and technique employed in combating the submarine menace; supervised and contributed valuable aid in coordinating air and surface forces engaged in the protection of shipping in the Caribbean and South Atlantic.
