The President of the United States of America takes pleasure in presenting the Legion of Merit (Navy Award) to Brigadier General Charles Franklin Born (ASN: 0-17143), United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Air Operations Officer on the Staff of Commandant, Naval Operating Base, Trinidad, B.W.I., during the period 2 July 1942 to 1 July 1943. During the period 2 July 1942 to 1 July 1943, as Air Operations Officer on the Staff of Commandant, N.O.B., Trinidad, B.W.I. General Born contributed in a major degree to the successful employment of the combined Army and Navy aircraft engaged in anti-submarine warfare in the Trinidad Sector of the Caribbean Sea Frontier; prepared and supervised the execution of operational plans during belligerent operations; contributed notably to the development of tactics and technique employed in combating the submarine menace; supervised and contributed valuable aid in coordinating air and surface forces engaged in the protection of shipping in the Caribbean and South Atlantic.
