The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Brigadier General Jack S. Blocker (ASN: 0-32118), United States Army, for heroism at the risk of life not involving conflict with an armed enemy while serving as Assistant Division Commander, 3d Infantry Division, in Germany on the evening of 31 July 1965. Upon observing a young man jump into the Main River near the Gastsaettte Old Krane in an apparent suicide attempt, General Blocker displayed complete disregard for his own safety by jumping from a high levee into the river to save the drowning man. Although fully clothed and exposed to a swift current, he managed to reach the struggling victim and hold him above the water. Then, with the assistance of a German policeman who had jumped into the river with a rope, General Blocker succeeded in pulling the victim out of the river. After members of an emergency squad on the scene administered artificial respiration to the young man, he was transported to a local hospital for further treatment. General Blocker’s prompt actions, heroic conduct, and deep concern for his fellow man are in the highest traditions of the military service and reflect great credit upon himself and the United States Army.
