Lieutenant Colonel Baxley distinguished himself by exceptionally valorous actions while serving as Commanding Officer of the 1st Battalion, 6th Infantry Regiment, 198th Infantry Brigade (Light), 23d Infantry Division (Americal), in action against the enemy on 6 March 1968.
