    The President of the United States of America takes pleasure in presenting the Legion of Merit (Navy Award) to Brigadier General James W. Barnett (ASN: 0-4604), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding General of three large island bases in the South Pacific area during the period from June 1944 to September 1945. Brigadier General Barnett displayed outstanding skill and proficiency in solving the numerous and complex problems incident to the responsibilities of his command. By his thorough planning and tireless diligence, he was instrumental in providing maximum logistic support for forces in the area, including major units staging for offensive action in adjacent areas. His close and successful liaison and constant cooperation with the other branches of the United States military forces and the forces of allied nations contributed materially to the success of joint military efforts in the Pacific. His outstanding leadership was in keeping with the highest traditions of the United States Military Service.
