    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Andrew L. Bailey (ASN: 0-2017175), United States Army, for gallantry in action as a member of Headquarters Company, 3d Infantry Division, in action against an armed enemy in Korea. On 7 December 1950, when the 1st Marine Division was surrounded and isolated by a strong enemy force in the vicinity of Kotori, Korea, Captain Bailey courageously volunteered to assist in the evacuation of the wounded. Piloting an unarmed liaison type aircraft, he flew six missions over hazardous terrain and landed on an extremely short airstrip which was continuously under hostile small arms and mortar fire. As a result of his selfless actions, eight stricken infantrymen were evacuated to safety where they received desperately needed medical attention. Captain Bailey’s gallantry and sincere concern for the welfare of his fellow soldiers reflects the highest credit upon himself and the military service.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry), [then First Lieutenant] Andrew L. Bailey (ASN: 0-2017175), United States Army, for gallantry in action as a member of Headquarters Company, 3d Infantry Division, in action against an armed enemy in Korea. On 29 November 1950, at Wonsan, Korea, word was received that an attempt to land an airplane mechanic on the beleaguered air strip at Tongyang, for the purpose of repairing a damaged liaison plane, had failed due to enemy small arms and mortar fire. Realizing the necessity for completing this mission, Captain Bailey volunteered to fly the mechanic and the necessary spare parts over mountainous enemy-held terrain. He succeeded in landing at Tongyang under continuous small arms and sporadic mortar fire. Although he could have returned immediately to Wonsan, Captain Bailey elected to remain and bring the mechanic back with him, so that a wounded man could be evacuated in the repaired machine. Captain Bailey’s courageous disregard for his own safety and gallant achievement reflects the highest credit upon himself and the military service.
