    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Orlando C. Mood (ASN: 0-14781), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Assistant Chief of Staff, G-4, Deputy Chief of Operations, and Acting Chief of Operations, SOS, ETOUSA. The supply plan which was the basis for supplying American troops participating in the invasion of North Africa was conceived by Colonel Mood. Difficulties in the shipment of organizational equipment resulting in confusion and duplicates of effort at ports of debarkation were eliminated by a unique and revolutionary plan submitted by Colonel Mood. Colonel Mood’s ingenuity and resourcefulness provided a solution to many of the complex cargo shipment problems. His untiring efforts were in keeping with the highest traditions of the military service and reflect great credit upon himself and the Armed Forces of the United States.
