The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Silver Star to Colonel (Infantry) Frank Thomas Mildren (ASN: 0-21992), United States Army, for gallantry in action while Commanding the 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 26 July 1951 in the vicinity of Solsal-Lyong, Korea. On that date a battalion of his regiment was attacking a vitally fortified and well entrenched enemy force. As the attacking elements advanced they came under direct enemy small arms, automatic weapons, and artillery fire. With casualties mounting and the unit about to disintegrate, Colonel Mildren roused the men to disregard the opposition and personally organized the various elements into a cohesive force. He then launched a new and well coordinated assault which succeeded in overrunning the hostile positions and carried the battalion well into the main line of resistance. The gallantry and superb leadership demonstrated by Colonel Mildren on this occasion reflect great credit upon himself and the military service.
